Here is a review of the April 8, 2010, Texas Associated Press
Broadcasters board of directors conference call, with:

1. TAPB Balance.
-- Approx $43,000. (NOTE: $4,000 in TAPB scholarships have yet to be taken out, also pending are about $12,000 in bills when plaques & 2nd
place certificates are made).
2. APPROVED following BILLS to be paid:
-- Webmaster Noble Sprayberry: $150. That's $50 for April and $100 for contest/content & security updates. Invoice received.
-- AP's Diana Heidgerd: $320.56. Reimbursement for purchasing blank DVD's at Target, to dub TAPB contest winners for Headliners Foundation
competition, plus $300 for six gift cards ($50 each) as annual thank-you gift to six TAPB board members.
-- TAPB JUDGES/incidentals/reimbursement (receipts provided):
-- Eddie Perez: $88.01.
-- Scott Galloway: $40.
-- Audrey Prywitch/Rick Prywitch: $402.58 (Includes $217.85 for Rick's ticket/substitute judge).
-- Marianne Russ Sharp/Rick Sharp: $119.52.
-- Stephanie Scurlock: $54.91.
-- Rafael Sanchez: $57.06.

-- Board approved $600 check, made out to Diana Heidgerd, for the "kitty" for April 24/TAPB banquet night/to make change. ($300 for
registration desk, and $300 for drink/ticket desk). The money will remain with the cash & checks collected during the TAPB banquet night.
3. TAPB/HEADLINERS SCHOLARSHIP:
-- Approved $1,000 scholarship, annual TAPB contribution as part of Headliners Foundation scholarships. TAPB last year also gave $1,000. The
money will go to Tina Phan, a broadcast journalism major at Texas State University in San Marcos.
4. UPDATE on three TAPB scholarship winners/April 24
-- Diana has contacted all three scholarship winners, each will let her know if he/she can attend the April 24 banquet. Scholarship checks
will be mailed to the winners. Two students receive $1,500 each, third student gets $1,000.
5. BUSINESS SESSION/AGENDA:

A. 2009-2010 CONTEST REVIEW/questions/concerns:
-- Stations entered: 41 (12 radio & 29 TV).
-- Entry money received: $27,395.00
-- Number of entries: 660 (465 TV & 195 radio)

B. PROPOSED CONTEST CHANGES to entry rules moving on the wire:
1. The rules currently say: "TAPB retains the right to keep all entries and fees and disqualify those that do not adhere to the rules as
outlined. Entrants will NOT be notified of disqualifications and fees will not be refunded."
Propose making it/adding the phrase "including those that do not meet the postmarked deadline." New phrase would be: "TAPB retains the right
to keep all entries and fees and disqualify those that do not adhere to the rules as outlined, including those that do not meet the postmarked
deadline. Entrants will NOT be notified of disqualifications and fees will not be refunded."
2. CLARIFY in TAPB scholarship advisory that applicant must be attending a school in Texas, or working at a station in Texas. Make it:
"The applicant currently must be enrolled as a freshman, sophomore or junior at a school -- in Texas -- that receives AP services, or the
student must be an intern at an AP member station in Texas.
3. CLARIFY that freelancers at AP-member stations cannot enter on their own, even if their stories aired on AP-member stations in Texas.
Their work -can- be included as part of a station's complete entry.
4. DIGITAL TV:
-- Discussion on how stations with multiple stations under the same call letters, but as digital channels, would be allowed to enter the
TAPB contest.
The issue came up during 2009-2010 convention, since analog/digital changes took place in early 2009, involving main station (for example,
entries from KZZZ-TV), then what about digital additional stations (such as used for weather, sports, features, foreign language) still under the
KZZZ-TV call letters.
Would VOID following outdated information from current rules ("Stations must send separate entries if submitting for more than one
station. For example, if KXXX-TV is your English-language station, and KYYY-TV is your Spanish language station, separate entries must be
submitted (not all grouped under KXXX.").

6. BANQUET NIGHT/PROGRAM:
-- Will have same basic program as 2009, same format. Diana will coordinate with Bergan Casey of Headliners Foundation to coordinate.
-- Overall Excellence winners from the TAPB contest. Diana advised the board of the radio & TV winners, based on a point scale (5 points
for 1st place, 2 points for 2nd place, half point for Honorable
Mention). Winners to be announced banquet night, April 24.
-- Best of Show CD's/DVD's have been mailed to KCBD-TV in Lubbock, to be put together for April 24 banquet night. The $250 check for producing
the Best of Show will be made out to James Clark of KCBD.
-- Diana has arranged for same photographer ($200 cost) and same drink/ticket person ($75) as last year. Photographer to be paid by TAPB
check. Drink/ticket person will get cash.
-- Lists of winners has been sent to Trophies Inc. (plaques) and to Grubbs Graphics (2nd place). Duplicate costs will be the same as last
year.
